McConnell Honors Kentuckian Frank Rapier for Decades of Service to Combating Illegal Drug Abuse

Washington, D.C. – U.S. Senate Republican Leader Mitch McConnell made the following statement on the Senate floor Wednesday in honor of C. Frank Rapier, the executive director of the Appalachia High Intensity Drug Trafficking Area, who will be retiring this month after 46 years of service to Kentucky.
